Developments

The Developments branch undertakes a range of development projects for Government agencies from inception through to delivery and completion.

Projects typically fall into two categories capital works projects to augment the Government's property asset portfolio and one-off projects for the development/ disposal of government owned sites.

Capital works projects include new Government office accommodation projects such as the Queanbeyan Government Service Centre and NSW Government Office, Penrith, and the development of other property assets to improve government agencies service delivery e.g. the Parramatta Justice Precinct completed in 2007.

The Branch manages such projects from inception through to funding approval, construction and handover. It provides expertise in:

  • Identifying and analysing options to meet service delivery needs
  • Preparing business cases and funding submissions, including NSW Treasury's Gateway Review process
  • Procurement of design and construction services
  • Coordinating stakeholder input

Development Projects involve the development of a range of tailored solutions for the sale or transfer of management of unique surplus government property assets where a straight forward sale may not be appropriate. The Branch offers expertise in:
  • Identifying and analysing development options to achieve the best return for government
  • Conducting tender processes to select suitable private sector proponents for proposed developments, including managing probity
Case Study: Domain Car Park
The Authority provided specialist expertise in the refurbishment of the Royal Botanic Gardens & Domain Trust‟s the Domain Car Park. This 1,100 space car park was poorly maintained and operating well below capacity.

The Authority undertook a review of development options and conducted a tender process to identify a private sector entity that would refurbish and enhance the car park and operate it for a 25 year period.

The outcome was a successful commercial arrangement that met the Trust's objectives for delivery of a range of improvements to the car park and surrounding area. It also delivered a rental outcome well in excess of the return previously received by the Trust.
