The Planning and Strategy Group identifies opportunities and develops strategies to improve the use of and management of government properties. The Group provides whole-of-government advice and advice and support to agencies on office accommodation and generic property asset management.
The work performed by the Group includes:
- Analysis of portfolio property asset performance
- Review of agency property holdings against service delivery needs
- Analysis of Government‟s regional property holdings to assess appropriateness for future service delivery
- Total asset management planning for the Government property portfolio.
The Group's Clients include the Government Asset Management Committee (GAMC), NSW Treasury and other government agencies. The Group's Stakeholders include the Minister for Lands, the Treasurer, NSW Treasury, GAMC, government agencies and the people of NSW.
Strategy and Analysis
The Strategy and Analysis team reviews agency accommodation at selected metropolitan and regional centres from a whole of government perspective to develop strategies that will ensure Government's future service delivery needs are effectively supported by the accommodation portfolio in the centre. The strategies focus on optimising the accommodation portfolio and opportunities to improve service delivery through rationalisation and collocation.
This is delivered through the:
- Regional Strategies Program
- Agency Accommodation Request Process
- Cluster Asset Planning Groups
- Agency compliance with Government property policy.
Agency Portfolio Reviews
A key initiative of the Government's Property Policy Framework is the Authority's regular and ongoing review of agency property portfolios to identify efficiencies to improve service delivery. The Agency Portfolio Review team reviews agencies assets in cooperation with the agencies and in accordance with the government endorsed review program that includes all major property holding agencies.
Reviews involve a comprehensive review of corporate documents to gain an understanding of an agency's business needs and the requirement for property assets. Physical inspections of an agency's property holdings are undertaken to assess the need for a property, its appropriateness for service delivery and its efficiency of use.
On completion of the reviews, an agency Property Strategy Implementation Plan is prepared that contains both general and property specific recommendations to address identified issues. The Authority works with the respective agencies to ensure implementation of the review's recommendations. Review outcomes and implementation progress are regularly reported to the Government Asset Management Committee and Government.
Total Asset Management Planning
The Total Asset Management (TAM) Planning Group provides a central point of agency asset information and the preparation of TAM Plans for the government property portfolio managed by the Authority. It conducts analysis of agency TAM Plans and the strategies and recommendations resulting from regional studies and agency property portfolio reviews.
The team is also responsible for the preparation, co-ordination, management and reporting of total asset management plans to ensure the cost effective and efficient management of Authority assets to meet the government's TAM policy
